Abstract: 

The emperor Heraklios of Constantinople will make, around 620, two decisions with major consequences for the Danube region: the transfer of the provincial troops to the Eastern front after the conclusion of peace with Avar Khanate and, respectively, the complete replacement of Latin with Greek in the central administration of the Empire. Behind this decision lies, among other motivations, the competition of the provincial aristocracies of the Danube with the central authorities.
